CONTRACTOR MANAGEMENT SYSTEMS

When companies hire contractors to perform work on their behalf-they must ensure that the contractors competent in not only their jobs, but in the management of health and safety systems as well. Many provinces regulate the role of the “Prime Contractor” in some form or another.

Safe-Tee Management recognizes the importance of contractor management and accurate documentation and record keeping in the due-diligence process.

To support this goal and manage due diligence requirements, Safe-Tee Management offers the Safety Management Contractor Safety System©, which features the following essential topics:

  • Training Records
  • Task Risk Analysis
  • Hazard Identification
  • Safe Work Permits
  • Incidents
  • Man-Hours
  • Inspections
  • Kilometers Driven
  • Modified/Restricted Duty
  • Action Items/Action Item Follow-Up

This system allows us to manage and track all of the necessary safety statistics that ensures due diligence for the Prime Contractor. The ability to analyse hazard identifications and put the information to practical use is a benchmark of this system. The system will track repeated identified hazards and generate hazard alerts to be distributed for the benefit of all contactors involved.

The information assists in giving the front line worker “The Right to Know” all of the potential and known hazards of the work that they are required to perform. This is the back bone of Health & Safety Legislations across the continent. Reports are generated to ensure that the information is useful, is utilised and is for the benefit of all persons involved in a project.

The collection of statistical data is extremely important to the process of due-diligence. What we surmise from the data and how we share this information becomes paramount to the due diligence process.

Monthly Health & Safety Summaries

STM can assist companies with contractor health and safety management by providing monthly reports.

These summaries include an analysis of all safety statistics (frequency/severity rates and trending), identification of recurrent trends and a recommended action plan. The Health & Safety Progress Report Summary will also include an overall summary of the progress of health and safety of the project, reoccurring / outstanding issues, and recommendations to increase contractor awareness and due-diligence.

Review Contractor Safety Program & Audit Performance

Site Safety Inspection / Equipment Inspection:

Safe-Tee Management recognizes that regular, thorough inspections are one of the most effective tools in the identification of hazards. Our in-depth knowledge of the process, tools and equipment utilised during oilfield construction / facility tie-ins, pipeline replacement, flare upgrades and plant construction, drilling and servicing of oil wells, allows us to identify deficiencies and potential hazards not only from a health & safety perspective, but from an operator’s / worker perspective as well. The Health and Safety Advisors have hands-on experience in industry, which assists them in performing thorough and accurate inspections and identifying deficiencies. Safe-Tee Management focuses on inspections, both pre-use and general, as a hazard identification tool. We will inspect, in conjunction with the inspector / crew foreman or company representative, all equipment (including safety-related equipment), work sites and work processes.

Inspections are performed utilising industry standard checklists and all deficiencies are documented.

Safe-Tee Management will, utilising our Inspection Trending Program, track all outstanding action items, assist contractors in identifying outstanding action items and follow through until completion. We will observe inspection findings and analyse for trends. These trends, along with recommendations to lower risk, are included in the bi-weekly Inspection Summary.

Contractor Health and Safety Audits

Utilising a standardised contractor audit document, STM can audit your contractors health and safety system to ensure they are compliant with the relevant legislation and industry best practice.

STM takes this process even one step further by auditing contract workers in the field. The Contractor Field Audit, developed by STM, looks at how the practices defined in the contractors health and safety system are transferred to the field worker. We look at procedures and determine if they are being utilised.

This system will assure that you, the Prime Contractor, is practicing pro-active due diligence!
